It is our goal to provide funds for Forest Service seasonal trail crew and horse packer support in the Pasayten Wilderness. Each year the Methow Valley Ranger District agrees to these conditions.
1. The Dianne and Joe Hofbeck Pasayten Wilderness Trails Trust (Trails Trust) purpose is to provide an endowment (Trust Funds) for use in a Fiscal Year to the Forest Service to maintain, repair, and rebuild trails within the Pasayten Wilderness (as defined by the Wilderness Act of 1964.)
2. Trust Funds can only be used for Trailwork within the Pasayten Wilderness. No Trust Funds shall be allocated to fire suppression and restoration, law enforcement, environmental studies, or any other Forest Service activities, for example. 3. The intent of the Trails Trust is to fund US Forest Service employed Temporary Seasonal trail crew members and Temporary Seasonal positions within the USFS Trails Program. The Trust Funds shall not be used for contractors, volunteer groups and other non-Forest Service government employees. 4. The intent of the Trails Trust is to fund temporary seasonal workers. Other related expenses such as per diem, stock support, incidental materials and procuring traditional tools may also be funded by the Trails Trust. 5. The intent of the Trails Trust is to fund Trailwork on trails currently on the Pasayten Wilderness Inventory. That includes trails that are currently unmaintained. 6. It is not the intention of the Trails Trust to replace traditional funding sources used for Trailwork in the Pasayten Wilderness, but to add the Trails Trust endowment to those monies. The Trust Funds should be used in the fiscal year of their receipt and not be carried forward to the next year unless approved by the Trust. |
7. The Trails Trust endowment or historically calculated expected Trust Funds may be used to match or secure other funds and grants for Trailwork within the Pasayten Wilderness as long as the Trust Funds are used as defined herein.
8. The Pasayten Wilderness is administered by the Methow Valley and Tonasket Ranger Districts. Trust Funds shall be spent on trails located within the Pasayten Wilderness in its entirety, regardless of District boundaries. With this gift the Methow Valley Ranger District will work with the Tonasket Ranger District to coordinate Trailwork (including non-maintained trails) in the Pasayten Wilderness as identified on the Trail Inventory in each district. Trust Funds shall be received and further disbursed, as necessary, by the Methow Valley Ranger District. 9. A summary report shall be prepared by the Methow Ranger District at the end of Fiscal Year. The report shall include summaries of Trailwork accomplished and accounting of expended Trust Funds. A copy of the report shall be forwarded to the Trails Trust Trustee. Reports shall be held at the Methow Ranger District and shall be also available to other Trails Trust representatives. A small portion of the Pasayten is in the Tonasket Ranger District. The Methow and Tonasket districts will work together each year to determine where to spend the trust funds based on conditions and need. |
